well ok i can't prove that y doesn't has any skill, but i'm assuming the senario that x is better fitted for the job, then y
I find good leaders usually are able to connect with people, meaning that if they are a good leader, they should be popular enough to get voted and recognized. The problem is people automatically assume those who are popular, are never as skilled.
