I personaly like
Village hidden in the clouds
Village hidden in the Hills
Village hidden in the Mirage (for anyone who uses genjutsu)
and Village hidden in the flames

but y is more popular
both x and y run for the position of a kage.
even if x is more fitted for the job, y will most likely get it since he is more popular with the others
