First of all, you must be a Genin, meaning you have to have 250+ forum posts.
Second, you will be competing with your own Village-mates for a spot to enter. For only 9 Genin from each Village can enter, and those 9 are separated into 3 groups of three. The 9 Genin will be based on a number of factors, including # of posts, how often you log in, how long you've been a member and your Shinobi Stats.
