Wait, so just for a summon that can't even attack as much as us, we have to sacrifise 4 evades per turn?

Jose, you forgot to mention that a Summons Attack=One rank lower than that of the summoner,

A Summons HP= 50HP+half of the Summoner's Ninjutsu Stat Points.

You could, but you would have to sacrifice the correct amount of evades for the additional summon.

I dont think it would count for weapons because the only weapons one would summon would be something from PF's shop. And since a person must pay jutsu points in order to obtain those weapons the sacrifice would be unneccesary.

The 3 jutsu per turn rule really isn't a rule, it is just a courtesy and isn't really needed.
You could use every jutsu on your list in one turn and it would only deal your ranks damage. Your summon could use ever jutsu available to them and they would still only deal damage equal to a rank lower than your own. So if both of you used every jutsu you have made in one post you and your summon would only deal yours and your summons rank damage collectively.

If you only use jutsu in your attack, regardless of the type(gen, nin, or tai), then yes you can only deal rank damage.
That is how it has always been. It just hasn't been enforced until recently.
