Dude. Plasma can be ANY element of the periodic table, it is just a superheated form of that element.
There is no "mixture" involved between water or any other state of matter.
Basically, you're thinking of the fire element...

Chakra: high (unless in a area with fire or high heat becomes low)
effect: Gives Wings of Fire to the user and hits the user's oppinite with fire at all directions and after the turn ends the user gets suronded by a fire tornado witch works like a shield (lasts turn for academy, 5 for genin+)

Two undodgeable attacks:
-10 hurricane
-10 Burning Phoenix
