I don't know about her father, but she lives with her mother. I don't remember wich ep it was, but the anime shows her getting ready in her room when her mum tells her she must go or something like that.

Sasuke has an apartment, he is shown in it getting his stuff before leaving with the Sound5. It's kinda fancy to (compared to Narutos), so I guess the clans money pays it. Big windows and an awesome view over Konoha and things like that.
