Technically I'm not even sure how he still has a voice. He lacks any voicebox to make sounds, and I doubt the armor came equipped with one. And seeing as having a soul doesn't mean you can talk, as people lose their voices....

Alchemy created a voicebox? No, unlikely.
For example: He can't eat. Why? He has no stomach, mouth, or tongue to eat or store the food. And he doesn't require said nourishment because his body doesn't need energy.
Makes sense, right?
Similarly he doesn't sleep. His body doesn't need rest, replenishment and the rest that a human body needs for sleep.
So we should similarly conclude he couldn't talk. Alchemy didn't create a voice box for him and as such he has no tongue or working ways of creating said voice.
Just saying. I'd be really annoyed if he didn't talk and just walked around looking at us all day. But! He technically shouldn't be able to talk. I'd hate the series if he couldn't talk, but he isn't technically supposed to.
