Village hopping is still very looked down at, but we have some new rules as to what happens.
If you get both permission from your kage, and the village that you are planning to join, you may change village for a 1000 ryo fee, and keep all of your stats, weapons, rank, ect.
However, if you do not get permission, you shall loose your rank, your stats, and face a hefty fee on your ryo. You also lose all of your weapons, tablets, summons and things of that sort.
If you simply wish to leave your village, you must first get permission from your kage, and after you have received that, you may keep everything you own, and travel the lands as a rogue.
