but your missing one thing:
hes a copy ninja
his own element doesnt matter
he copies the jutsu of the person hes fighting
but his original jutsu
which relies on his own element is lighting
and a summon isnt something you can copy, æro
remember jiraiya saying that he was looking for naruto to give him the toad?
the toad is fire type
just like the kyuubi, æro

and to learn a summon you must have:
your named signed in blood on the summoning scroll
knowlage of the seals
enough chakra
and affinity with the summoned creature
and i dont know for sure
but they all seem have summons
that share the same element, æro
