The teachers decide whether a student has the qualifications to pass, not the school. If the teacher didn't pass that student, that student would just have to repeat the course until he/she gained the knowledge to pass.

And who hires the teachers TFK? The school. So who is letting teachers pass students who don't have fundamental principles down? Or, who let them get them to that point in the first place? The teachers, and the school is hiring them.

Remember that those who go into the Education field in college typically are the lowest test taking bracket of any field. Why is this the case? Shouldn't it be the highest?

That's odd, the public school I went to had some really qualified teachers. My math teacher taught night graduate school at Cal Tech. On a different note, everyone in Cuba can read, write, and do math. They just don't have food, that's all.
