A large percent of our public schooled students cannot read or write basic english, and have less then algebraic math.
I think a move towards privatization in the public schooling and less regulation would help things quite a bit.
The teachers decide whether a student has the qualifications to pass, not the school. If the teacher didn't pass that student, that student would just have to repeat the course until he/she gained the knowledge to pass.
