If he says he is giving families 1000$ that means that he isn't giving it away.

But he is going to increase taxes on everyone who works above those lines so that he can have the money. He is performing his own Robin Hood by stealing votes from those who have made money and succeeded and giving to those who have not succeeeded. If this were anything but a Government done job, they would call it downright stealling. But it's even moreso a bribe, since he only gives them the money in hopes that they will need the money and vote for him.

and yet they will take it back from them if tey owe money to the government in any form so he gets his votes and gets to keep his money

And the Government is the one that sets the Taxes and decides if you owe them money.
