Yes it is fair. That's why I originally suggested 5 recruits in the Chuunin Exam.

15 is ridiculous by any look.

Originally you got 5 + a Scroll and if you couldn't get a scroll as a back up measure if you REALLY wanted it you could get 10 and still pass

If I recall that's how Death passed and got a Special rank

oh man that would be the life..i think it's so high because of the slow rising of members i guess...i dont know...but man 10 to pass without question i would have passed like Death did...

in my chuunin exam, i didn't even have to recruit anyone

we only needed to find a scroll
