I think it has something to do with page numbers in the book he wrote because the 9 is actually a Ta so it revolves around Ichaicha Tactics and if you take the first line of each page and add them together you will somehow crack the code.

I always toought it was the opponent he was fighting or something to do with the enemy, such as what their tecniqe is all about. That way it might have been help to Konoha when he attacks the village.
