Well i saw this thread and had to post something. Sand is the best cause Q is the best kage ever, he actually does things even i ask him too even though im just an academy student right now. Plus we have some of the most powerful chuunin as well, the badest of which is the unstopable Makai clan leader Renden! Wanna prove me wrong? Just try fighting em!

i think renden is one of the best....if i still fought....we would have some good fights....but i just dont like doin that anymore

Silver's fought 12 phoenix's simultaneously, and 1 of those was a robot phoenix. He is a kage among kages!
