Teikiatsu you were the first to say he shouldn't start a thread. And he is right, when you look at the Battle system, in this case the area and the way battles are conducted, it looks bad. But when you look at the Battle System, the rules themselves, you see that it shouldn't be like that. To be honest I think that line was very well put.

If someone is paralyzed physically they should still be able to use Chakra based attacks. Where as if their chakra is blocked, then they still have Taijutsu and weaponry. Also keep in mind any of these moves can be evaded.
Same goes with sheilds, a shield that protects against chakra would not protect against physical attacks, and vice-versa.
The turn system is just a means of determining how long the effects last.

There has never been a rule and I don't think there should be where you can block Ninjutsu to be frank Hiro.

When there is no rule it means that it's not allowed. Just so you know. If we wrote everything in the World you couldn't do we would still be writing it, so instead we wrote what you could do. Like in a Board Game. You can technically skip the game and go to trouble or Life or Monopolize whateva, and win breaking few rules, but that's not how it's supposed to be.
