And Depends on what you define an Arc.

Was the Chuunin Exam one arc? Or was the first and second an arc, The preliminaries an arc, and the third exam an arc, and the battle for konoha one?

I like to see it as one arc. I see from after the chuunin exam till they go to the mist country that all as the Rasengan arc. But it could be split up too.

i think of it as
mist
first two exams
finals and the destruction
find tsunade and the idato running thing
then to rescue sasuke
rescue gaara
