The reason they will is because each of them has inner powers that will make them legendary enough to do it. Sakura's inner freak persona, Naruto's Yondaime or Kyuubi Side, and Sasuke's Sharingan and orchimaru jazz. This is what will make them famous believe it yes.

well orochimaru was still in konoha when he became senin
whilst sasuke left. before (supposedly) getting it
why would konoha give a ninja who abandoned them the senin position??
