Apparently people wearing hoodies are rifling through your UK trash. I wonder why.

Oh! Its cause they're allowed to! And apparently during the middle of an economic meltdown worldwide they feel its important to make sure you don't send too much to a landfill!

Well, that's that then. People can pick up your trash and just walk off with it. Spooky if you ask me! ^_^
