Just as a for-warning, i have realized that there are a few warps in the fighting system rules that need correcting. Forgive me if i tell you that you are no longer allowed to do something that no one, including myself, informed you was illegal before.

As for the environment, a dead land with no elemental advantage. There are a few dead trees which are few and far between.

He hasn't used a strength boost.
I'm pretty sure you're talking about the +25 from Destiny's shuriken. It was a deflection, and a clearly ignored deflection on Des's part.

As for attack boosts, they are allowed through the use of certain jutsu, most of which require a sacrifice in another aspect of a fight, such as evades, hp, weapons, etc.; as long as those jutsu are cleared by a Kage.

And Des didn't ignore the deflection, he just did not understand what my jutsu did exactly, i suppose it is confusing on some level. At least you understood it.
