Yes, that is what he tells himself. Since Light is the main character we sympathize with him, and sees how he is trying to create the perfect world, while L is the 'bad guy' who is trying to stop him. If the pov would have been from the 'normal' good guys view, L would be the main character who is trying to stop the psyco killer that wants to create a perfect world trough killing others. So looking at the actions, L is the 'good guy' and Light is the 'bad guy'.
