Okay! Let's diagnose this part by part!
For starters, shading.
This is just some random image I found on google, but it works.
The first issue with your shading is that it is unaccurate. You just kind of shaded one side of your character. You have to think of other aspects that would cast a shadow. For example, the folds in her clothing each have their own shadows, that strap thingy would cast a shadow on her arms, etc.
Now, you seem to have a basic sense of how the environement affects the subject, as you have some of the red lighting incorporated in here. However, it just kind of stops at her belly. You happen to have picked a very difficult lighting set up, since the light is coming from behind her the shding would probably look something like that in my avatar. At this point, I don't really think I need to remind you that a surface is lightest facing the light source and darkest away from the light source. However, most surfaces normally have a thin highlight where the shadows are darkest, as you can see from the picture of the sphere above. For example, on the underside of her arm where you've placed the shadows, there would be a highlight (red, in this case to reflect your environment lighting). Also, where there is a shadow there is typically a highlight. Another thing to keep in mind is the balance between highlight and shadow- the darker the shadows are, the more intense your highlights will be. This rules varies with surfaces, though. A matte surface (think clothing) will have hardly any highlights, and the highlights is does have are soft and more difused, while a glossy or shiny surface (hair, metal, will have more intense, sharper highlights. In case of that girls belt, I'm not really seing the sharp highlights. Finally, your choice of colors shading is also important. when selecting a color to shade with (or color with, for that matter), don't just go for a darker variation of the same value! Learn to encorporate different values into your shading.

Seriously, the tutorial above is just great and very helpful. Also relating to this issue of environment, your color choices aren't great. They should probably darker and more vibrant, for this choice of lighting anyways. Secondly, your shading also is too undefined, particularly for the setting. For starters, the shading is barely there, but when you have a environment with such a strong contrast between light and dark, your shading should also reflect this by being more contrasting! I'm not a huge fan of your brush choice either: until you get a better sense of how you paint, you should probably stick to either cell or soft shading. Personally, I think with anime, unless you are into more realistic drawing, cell shading is always the best way to go.

Now, for backgrounds, I can't exactly tell what you've got going on here. Backgrounds are really all a matter of practice. Observe things from real life and photographs, get an idea of their shape, and learn how to use at least 1 and 2 point perspective (though I'd recommend going even further if you like doing technical drawing). Also, when resizing an image, detail goes a long way- doing a bunch of squiggly lines, for instance, can turn into something that looks like leaves zoomed out.

Just be certain that the artist is at least somewhat experienced- you don't want to learn from someone who has no idea what they're doing.

Think of a cool title. It can be something you make up, a phrase/word you've heard, an expression, anything. Then come up with a story behind it. If you can't think of any titles, I can give you some ^_^
